Make MuPatTrackBuilder reentrant

migrate MuPatTrackBuilder from AthAlgorithm to AthreentrantAlgorithm (ATR-22181)

I'm afraid I think this needs to be reverted. See: https://its.cern.ch/jira/browse/ATLASRECTS-5777

We can revert or we can try bool isReEntrant() const override { return false; } to prevent crashes until the other tools are fixed.

I just opened the reverted MR. The changes here are simple enough to reimplement in the future once the other issues are sorted out. However, if someone prefers Adam's suggestion, that's of course also fine with me (just close the revert MR), I just won't have time to try it myself today, so figured reverting might be faster.
