Fix fs jet tracking monitoring chains and vertex tracking and vertexing

FS tracking moniotring chains were added that are not being run in the menu. This adds wildcarded chains to the monitoring configuration to circumvent this.

In addition, this moves the selection that was implemented for the fullscan tracking basic fake rejection to instead apply the fake rejection in the selection of tracks used for the vertexing, thus allowing the tracking configuration to be reverted with no loss of vertexing performance.

This improves the vertex selection efficiency without modifying the track selection.
