Add primaries with new l1 seeds

This is to add to the menu and the monitoring framework primary photon chains with L1 2EM15VHI seed and additional chains with and without isoloated L1 seeds with monitoring purposes.

Following up discussion and feedback from ATR-22335 on chains discussed in ATR-20756 ATR-21986 and ATR-22214
