WIP: Update TCT tests q223

The changes are need to ensure that the q223 TCT catches any problem in Release 22 software. The following changes were made:

  • switched to data18_comm input
  • updated conditionsTag and geometryVersion
  • increased the number of events to 1000
  • increased the number of events to compare to 20
