New package TrigT1MuonRecRoiTool to replace TrigT1RPCRecRoiSvc and TrigT1TGCRecRoiSvc

Adding a new package TrigT1MuonRecRoiTool which will replace non-thread-safe TrigT1RPCRecRoiSvc and TrigT1TGCRecRoiSvc (ATR-21660)
