Replace TRT_CablingSvc by a CondAlg

The TRT_CablingSvc is replaced by TRTCablingCondAlg so that the IoV of the TRT cabling (which is infinite) does not have to come from the Pixel cabling in the InDetRegionSelector. At the same time a lot of code relating to pre-Run1 setups and ROD designs are removed.
