Fix standalone DecorHandles

This is a standalone version of !38435 (merged). I tried to sync the code and my initial tests confirm DecorHandles now work in AnalysisBase. Part of ATEAM-671.

Please make sure you add the actual tests for the new features to AsgExampleTools, which holds the tests for AsgDataHandles.

Hi @krumnack, I added some additional tests. Some fail for me locally, but maybe my full build is corrupted. Let's see what the CI says.
