Move ISF_Validation package under Simulation/Tests

John Derek Chapman requested to merge jchapman/athena:MoveISF_Validation_master into master

This merge request contains no code changes it simply moves the Simulation/ISF/ISF_Validation package to Simulation/Tests/ISF_Validation.
(This package only contains ART tests and the change should be transparent.)
