Trigger - adaptive multi-vertex finder configuration

Initial implementation of the newer adaptive multiverex finder for the trigger - currently disabled by default. Still some work needed, but this is to add the required changes to the code structure. Since the code is still using the iterative vertex finder, there should be no changes to the trigger performance @sutt @mvozak @nagano
