Add Large Radius Tracking configuration for Fast Track Finder

Adds Configuration for Large Radius Tracking to Master Changes:

• Adds configurations to configsettings.py for large radius tracking using the Fast Track Finder.
• Adds LRT mode to InDetTrackingCuts.py and uses it to configure FTF.
• Adds LRT slices to SliceSettings

This change does not alter any existing chains or define a new chain.
