22.0-new_alg-TrkTrackSummaryUpdater

This follows on from the introduction of a SimpleTrackCollectionMerger( !37436 (merged)), which omitted the track summary update. This MR introduces the Track Summary Update as a separate algorithm. Usage of the two separate algorithms together should reproduce the behaviour of the current TrkTrackCollectionMerger, but I do not yet change the configuration to do this (that will be a separate MR). Work undertaken in the context of ATLIDTRKCP-184.
