Add SCT_ReadoutTestAlgConfig.py to run SCT_ReadoutTestAlg in the new job configuration. (ATLASRECTS-5799)

  • Add GeoModelCfg to SCT_CablingToolCfg and add SCT_ReadoutToolCfg in InDetRecToolConfig.py.
  • Add SCT_ReadoutTestAlgConfig.py to run SCT_ReadoutTestAlg in the new job configuration.
