21.9: ART tests fast tracking

This MR adds the fast tracking configuration to be run as part of the existing single-particle ITk ART tests. The fast tracking is run on top of the RDO produced by the default reconstruction.

Three new dcube folders will be created:

  • dcube_fast_muons_1GeV: a comparison of the fast tracking to a fixed reference, planned for now to be produced with fast tracking on ATLAS-P2-ITK-22-02-00 with the 21.9, latest release (2020-12-03T2142)
  • dcube_fast_muons_1GeV_last: a comparison of the fast tracking to the latest nightly
  • dcube_fast_muons_1GeV_std: a comparison of the fast tracking to the default tracking in the considered nightly (expected to differ)

Other fixed references are also updated to use ATLAS-P2-ITK-22-02-00 (21.9/2020-12-03T2142)
