Remove MuonTrackTagTestTool from MuonCombinedFitTagTool (ATLASRECTS-5816)

Hi,

as discussed in ATLASRECTS-5816, the MuonTrackTagTestTool can be removed from MuonCombinedFitTagTool. This should fix ATLASRECTS-5816.
