Reduce need for jet modifiers on HLT jet copy collections

Thanks to !38656 (merged), we need not rerun jet modifiers on HLT jet copy collections when calibrating.

As discussed with @delsart, a useful future extension would be to read the list of needed decorations from the tools that apply them, rather than writing them manually.
