Add SCT_SensorsConfig.py and SCT_SensorsTestAlgConfig.py (ATLASRECTS-5799)

• Add SCT_SensorsConfig.py for SCT_SensorsTool in the new job configuration
• Add SCT_SensorsTestAlgConfig.py for SCT_SensorsTestAlg in the new job configuration
• Run SCT_SensorsTestAlg in unit test
