Radiation damage parameter in conditions data (ATLASSIM-4977)
This is the preparation of the RUN-2 reprocessing.
The radiation damage simulation parameters are stored in the conditions data, so that IOV will pick up correct configuration.
By default, the radiation damage simulation is set to be OFF, so that this won't change the result.
