ATR-22423: Update bs-streamerinfos.root due to change in xAOD::BTaggingAuxContainer_v1

The xAOD::BTaggingAuxContainer_v1 class definition has changed recently. Adding the TStreamerInfo of the updated class version to bs-streamerinfos.root.

Also, requiring the StreamerInfoGenerator to exit when a class instance can't be created, for such cases to be caught in nightly tests.
