Moving j45 chain L1 seed from L1J20 to L1J15

Marco Valente requested to merge valentem/athena:valentem_LS2_v1_L1J15 into master

After discussion with menu coordinators, these changes move the L1 seed from L1J20 to L1J15 in j45 test chains in order to match Run 2 thresholds. These also update a few things in the jet trigger monitoring tool:

  • Addition of HLT_10j40_pf_subresjesgscIS_ftf_L14J15 to the MT monitor chains.
  • Update of efficiency curves reference chains from HLT_j80_L1J15 (prescaled now) to HLT_j85_L1J20.
