Turn off large radius tracking in special runs (cosmics etc.)

This addresses https://its.cern.ch/jira/browse/ATLASRECTS-5815. Large radius tracking was enabled by default but no flags protected special runs (including cosmic) from using the special seeding configuration. This MR turns off LRT when a special run is enabled.
