Rename id trackingcfg maker to have specific name

Renames fairly generic function name that generates FTF tracking sequence fro new JO HLT test to a more specific one. This is really thinking ahead of when we will set the preciosn tracking sequences.

This merge request affects 2 packages:

• Trigger/TrigTools/TrigInDetConfig
• Trigger/TriggerCommon/TriggerMenuMT

Affected files list will not be printed in this case
