MET: Port greedy photon option from 21.2, fix METSignificance dict issue

Two separate updates are made here, for MET usage in AnalysisBase:

  • Add METSignificance to METUtilitiesDict, which should resolve issues with using it in AnalysisBase.
  • Port "greedy photon" and "very greedy photon" METMaker options from 21.2

These were both requested in today's (12 Dec 2020) AMG meeting.
