Updating f-tag for the recentrun_2018 test in TCT

The test_recentrun_2018 is failing in TCT. The solution was discussed in ATLASRECTS-5778. In this MR, the f-tag is updated from f921 to f1089. I tested and now the Reco_tf command runs successfully.
