Write Json Run 3 config from TrigConfReadWrite utility

The TriggerReadWrite utility got a new option '-o r3json' that allows to write out Run3 configuration format from Run2 formats (DB for instance). So far only HLT part is coded. And there are missing elements to be added in followup MR (content of sequencers). Tagging @tamartin Thanks to @stelzer for ptree guidance.
