Cleanup of MuonIdHelpers, fix mm/stgc/csc warnings (ATLASRECTS-4494)

Hi,

this MR is a cleanup of MuonIdHelpers and AtlasDetectorIDHelper. By passing the MessageSvc from the muon IdHelpers to AtlasDetectorID, also the warnings for non-present mm/stgc/csc depending on the chosen ATLAS layouts are gone. Fixes ATLASRECTS-4494. Adding full-unit-tests since it will likely change log files if warnings drop out.
