[ATLIDTRKCP-325] Add hadronic-seeded dense jet ambi strategy

This MR introduces an optional mechanism of recovering some efficiency for dense hadronic topologies such as high-pt 3-prong tau decays or (b-)jets. What is being done is to allow a part of the permissive hit sharing that was done globally in the past (and in r21) and is now only being used inside EM-ROIs also within high-ET hadronic ROIs.

The resulting approach will still be more conservative than what was being done before 22.0.19, but hopefully regain a bit of efficiency compared to the current setup without losing the gains made in track quality. In this MR, the updated strategy is implemented but not yet activated. As a result, frozen-T0 should be conserved.

After this MR has been merged, further testing should be carried out inside the tracking/tau/FTAG CP groups. In addition, a physics validation can be run once all groups are satisfied. Depeding on the outcome, activation of the feature may be discussed in the appropriate forums.
