Adding configurable number of seed layers and reducing number of seeds combinations

Merged Stefano Rosati requested to merge rosati/athena:nsw_segfix into 21.3

The number of layers to be considered in the segment seeds building is reduced from the loose value used in the first version. CPU time is reduced, keeping the same efficiency. Also the number of seed layers is now made configurable.
