New style configuration for pile-up Digitization jobs

Requires !37867 (merged).

Currently the digitization output differs very slightly for old and new style configuration jobs. It's not exactly clear why, but in 25 events I see only a single SCT SDO differing. Once the output agrees, then further changes are required to allow job-transform integration.
