add ComboHypo algorithm in all steps

This branch enables the new organisation of HLT algorithms in the ControlFlow as discussed in ATR-22479. One ComboHypo is added at the end of each non-empty step, so to have more symmetry in the CF. Tagging @tbold and @tamartin
