Multiple Selections in Run3 Offline JetMon

Jannik Geisen requested to merge jgeisen/athena:jgeisen_MultiSelectSpec into master

The idea is to use "SelectSpec" to create histograms while applying two or more selections at the same time. The existing classes & features shall be used, so I aim to simply expand the tool to read in "selspec1,selspec2,...", for example "2.8<|eta|,30<et".
