Tracking mode eta dependent cuts

Thomas Strebler requested to merge tstreble/athena:TrackMode_EtaDepCuts into 21.9

The tracking configuration was so far relying on a single flag to apply eta-dependent cuts. As additional tracking modes are integrated, which may not use such configurations, it can become beneficial to add a flag defined independently for each tracking mode to keep the configuration cleaner. This is introduced with this MR.

This was checked to pass RunUpgradeTests.py
