Added new PLIV WPs to IsolationSelectionTool

This MR is to add the new PLIV-based WPs to the IsolationSelectionTool. Two new WPs are available for electrons and muons: PLIVTight and PLIVVeryTight. Their definitions can be found here. (thanks to @fuhe).
