Tile ROBs order dependency fixed

Fixing issue for Tile cal unpacking. As noted in other JIRAs and, in particular, noted in this one : ATR-22496, Tile cells seem to be different depending on the unpacking order. Even worst, it seems like an old setEnergy method (probably from CaloCells) that was deprecated seems to be completely wrongly used, resulting in mixture of energy and time variables for D0 cells. @solodkov and @harkusha need to look at it. I tested with different order of unpacking (ROBs presentation) and it is stable now. Best Regards, Denis
