Deprecate ART local reco tests

Mark Hodgkinson requested to merge mhodgkin/athena:mhodgkin_deprecateARTLocalRecoTests into master

This removes all ART local tests from RecJobTransformTests - we don't check them and we have adequate test coverage in the ART grid tests. The ART local jets from ESD tests, with new config, is also moved to ART grid such that it can be checked along with the rest of the ART grid tests in the RecExReco package.
