Muon ByteStreamConverter and L1Topo interface

  • Start to implement the new bytestream converter class for muons
  • Update the MUCTPI-L1Topo interface class for Run 3 (https://its.cern.ch/jira/browse/ATR-22574)
  • Add TGC flags and overlap flags to EDM
  • Implement the LUT used in HW for the L1Topo eta/phi encoding/decoding
