Adding ART tests for PHYS, PHYLITE, PHYSVAL to master

This MR is to add ART tests for PHYS, PHYLITE, PHYSVAL format to master. The tests are exactly the same used in 21.2/AthDerivation. Tagging @elmsheus and @emoyse.
