ITk track seeding config

So far, in the case of eta-dependent tracking selections, the parameters used for the track seeding were coupled to the ones used in the central eta-bin #0. In some cases, it might be beneficial to set those independently. This MR implements this possibility, while keeping the parameters unchanged for now.

RunUpgradeTests.py is successfully passed.
