ACTS wrapper for Iterative Vertex Finder and Full Billoir Fitter

A wrapper for Iterative Vertex Finder algorithm configured with Full Billoir Vertex Fitter has been created from ACTS to Athena. The wrapper configuration has been compared with the Athena version and the two configurations are found to work in a similar way. There was an error in the Athena version of Full Billoir Vertex Fitter which has also been corrected.
