Adding MGC base fragment for no-syst running

Zach Marshall requested to merge zmarshal/athena:21.6_MGC_NoSystPatch into 21.6

It wasn't super obvious how to run MG without systematics, so adding a base fragment that sets up one of the recommended PDFs without systematics included. Works in tests.
