L1TopoValidation: Remove irrelevant ATLAS_CHECK_THREAD_SAFETY

The ATLAS_CHECK_THREAD_SAFETY file doesn't do anything for a simple directory. It needs to be put into an actual package directory to take any effect. Delete the file to avoid confusion.
