Rationalising Trig MinBias histograms exposed to shifter vs experts

Tomasz Bold requested to merge tbold/athena:remove-and-from-min-bias-mon-booking-path into master

Also removed "&" from the booking path, removed the same monitored quantities declared twice, cleaned up their naming.

Still draft because I failed to test this changes. Tagging @somadutt
