Add CSC and TGC SimHit tester files to MuonPRDTest package.

Main changes: Create CSCSimHitVariables.h and CSCSimHitVariables.cxx for CSCSimHitTester, Create TGCSimHitVariables.h and TGCSimHitVariables.cxx for TGCSimHitTester.

Variables are tested and can be compiled.
