Tweak ITk Pixel and local ITk geometry configuration

Tweak ITk Pixel and local ITk geometry configuration:

• update default local ITk geometry flags + add a pixel one
• add ITk Pixel configuration to ITkGMConfig
• add loading of local ITk Pixel geometry and cleanup the config
