Global chi2 fitter master support tracking geometry cond data
requested to merge goetz/athena:GlobalChi2Fitter_master_support_TrackingGeometry_cond_data into master
Allow to use optionally the TrackingGeometry conditions data. The latter is used if TrackingCommon.use_tracking_geometry_cond_alg is True.
This is one step to address ATLASRECTS-5600.
