IDPVM tracks-in-jet plots backport from master
This MR back ports the implementation used in master in the InDetPhysValMonitoring package for monitoring of tracking performance in jets. In addition to the backport, support is also added to use truth jets as reference, since the jet calibration is to be rederived for upgrade samples.
