Add optional support for the TrackingGeometry conditions data to the TrkMaterialProviderTool

Add optional support for the TrackingGeometry conditions data to the TrkMaterialProviderTool. By default the TrackingGeometrySvc will be used. Once all packages are migrated to the TrackingGeometry conditions data the default will be changed and support for the TrackingGeometrySvc will be retired.
