InDetPrepRawDataToxAOD: Configuration fix.

Scott Snyder requested to merge ssnyder/athena:config.InDetPrepRawDataToxAOD-20210120 into master

In InDetDxAOX, use a unique name for the TrackStateOnSurfaceDecorator public tool. Otherwise, we can conflict with other derivations configuring it differently. Needed to fix test_reco_with_derived_outputs. See ATLASRECTS-5733.
