Refactor HGTD geometry building to add 3-ring layout option

This MR provides the necessary updates to the HGTD geometry in order to allow for the three-ring layout to be built.

It is a follow-up to !38518 (closed) which tracked many preliminary developments and debugging iterations. A new MR was created here to help focus the discussion for final code review.
