Fix usage of mm cluster on track creator

This MR introduces the use of the MMClusterOnTrackCreator to the MuonPRDSelectionTool (thanks to @ztarem for identifying the problem) and in the MuonChamberHoleRecoveryTool (ATLASRECTS-5630) . Furthermore it adds a check to the MuonClusterOnTrackCreator to throw an error if its called with an MM cluster.
