As discussed in https://its.cern.ch/jira/browse/ATR-22674
GSFBuildTRT_ElectronPidTool is created for TrigEMBremCollectionBuilder, but it is not configured to use HLT versions of the RDO, DriftCircles and ClusterAmbibuities collections.
There's also some weirdness in the TRT_ToT_dEdx using public tools, either default-constructed (and thus not configured) or when there's a corresponding private tool used in the same context.
This MR provides fixes but may break other things, or change results in either HLT or offline tracking
